How sound is your new, freshly developed strategy? How to avoid making the wrong decision when approving a strategy that will determine the success or stagnation of your business on a long term horizon? A good solution would be a competent analysis and an unbiased professional opinion from the outside.
A similar question arose in a successful construction holding, established more than 10 years ago, operating on the market of Moscow and the Moscow region, having its own production, construction, and logistics units, as well a real estate agency. The shareholders were worried about stagnation in the housing construction market, despite the group’s existing project portfolio, and instructed the holding’s management to develop a strategy. The presented strategy raised a number of questions with the shareholders, to which the holding’s management could not formulate acceptable answers. At the same time, the strategic management existing in the group did not fully satisfied shareholders.
In general, the shareholders’ “wishes” boiled down to two tasks:
- To assess strategy of the group’s development and formulate recommendations for its adjustment
- To diagnose the strategic management of the group and draw up a program for its improvement
To assess the developed strategy, the proprietary methodology so called “express strategy” or “strategic assessment” was used. Within its framework, a formalized strategy is checked for the integrity, consistency and accuracy of conclusions for strategic decision-making. In the case of significant issues with the developed strategy, the strategy development tools are used selectively to correct the situation. To analyze the strategic management situation, I used the toolkit I developed for the international rating agency (see details in the project example “Assess a Level of a Strategic Management for Global Investors”), as well as Norton and Kaplan’s approach “Strategy Focused Organization“. Over the years, the toolkit has been improved and tested on several projects in various industries.
Based on the results of the strategic assessment, a list of measures was formulated for a more detailed and in-depth elaboration and adjustment of the developed strategy to achieve shareholders’ goals.
According to the results of strategic diagnostics (strategic management assessment), the collected and analyzed information about the processes, decision-making methods and other important elements formed the basis of the list of measures to adjust the process.
Working as a united team with management made it possible to clarify and adjust the strategy within a month and a half: to work more deeply on issues, consider alternative scenarios and clarify conclusions and decisions made. The adjusted strategy was approved by the shareholders and adopted as the basis for the five-year development of the group. The measures taken during the next six months to adjust the strategic management ensured qualitative implementation of the strategy and enabled the shareholders to manage the holding truly strategically.
